21st Century Schools
The Laurel Board of Education wants 21st Century Schools--but at what COST?
The district after a full evaluation wants to tear down all its schools and build new ones. The local district's cost would be $35,000,000.00 or so. To finance that amount the average tax rate INCREASE would be $1.68/per $100 of assessed value. At present, the rate is $2.49/per $100 of assessed value. That is the lowest rate in the county, but if the referendum is successful, the rate would jump to $4.17,
and become the highest rate in the county. The increase is ONLY a 67% increase!
I am for the referendum, because the local Board has been a dismal failure in regard to keeping its buildings properly maintained thoughout the last 50 years. My concern is that the school district has presented the costs in an ambiguous manner. They keep using examples of increases of $14.70 the first year and a peak of $197.42 in the sixth year. This is based on an assessed home value of only $7,100. They mention the rate increase of $1.68 but don't put it in perspective. There could be riots in the streets when the bills arrive. I did a random survey of 10 properties in and just outside Laurel and came up with an average assessed value of $12,480.00.
The Board's examples of tax increases are based on artificially low assumptions of assessed value.
I just don't like skewing the numbers to make their case.
